Avi Garbow

Avi S. Garbow is a partner in the Washington, DC office of Gibson, Dunn & Crutcher. He Co-Chairs the firm’s Environmental Litigation and Mass Tort practice group, and his practice focuses on environmental investigations, enforcement defense and environmental policy, including global climate change policies and regulations, and policies relating to the development and use of emerging environmental technologies. Mr. Garbow recently joined the firm after serving as General Counsel of the U.S. Environmental Protection Agency from 2013 to 2017. He also served over 10 years as a federal prosecutor in the Justice Department’s Environmental Crimes Section, a Special Assistant United States Attorney, an attorney/advisor in EPA’s Office of Enforcement and Compliance Assurance, and a Special Assistant to the Assistant Administrator for Enforcement at USEPA. Mr. Garbow also has served as an instructor at the DOJ’s National Advocacy Center. He is a member of the Virginia and District of Columbia bars.
