David Blitzstein
David Blitzstein established a consulting practice in 2014 that provides professional trustee services and strategic advice to labor unions and employee benefit trust funds. During the prior 35 years, Mr. Blitzstein served as a collective bargaining expert on pension and health insurance and a multiemployer plan trustee for the United Food & Commercial Workers International Union (UFCW) and the United Mine Workers of America (UMWA). Mr. Blitzstein has served as a trustee on fourteen multiemployer pension, health and retiree health plans since 1985. He has personally lead a number of initiatives and transactions to restructure employee benefit plans through merger, asset-liability spin-offs and plan re-designs. Mr. Blitzstein has also been an active proponent of hybrid pension plans, and was instrumental in formulating the “variable defined benefit” pension plan. In addition,

- Director of the Pension Research Council of the Wharton School—University of Pennsylvaniasince 1997.
- Trustee of the Maryland State Retirement and Pension System between 2008 and 2016.
- Member of the Advisory Board with the Center for Retirement Research at Boston College’sState and Local Plan Initiative since 2010.
- Presidential appointment to the Advisory Committee of the Pension Benefit GuarantyCorporation (PBGC), 2011-2014.
- Director of the Board of CareFirst of Maryland, Inc. since 2013.
- Advisory Director of the Board of the International Foundation of Employee Benefit Plans since 2016.Mr. Blitzstein was named by Institutional Investor Magazine to its “Pension Forty” most influential leaders list in November 2013. Also in 2013, Mr. Blitzstein was the recipient of the CORPaTH International Pension Alliance Career Achievement Award. In 2014, Mr. Blitzstein was the recipient of the National Coordinating Committee for Multiemployer Plans (NCCMP) John L. Lewis Award.
Mr. Blitzstein earned a Bachelor of Arts with Honors from the University of Pennsylvania and holds a Master of Science in Labor Studies from the University of Massachusetts in Amherst. In 2014, Mr. Blitzstein was certified in the Board Effectiveness Program for Pension and Other Long-Horizon Investment Institutions sponsored by the Rotman School of Management and the Rotman International Centre for Pension Management at the University of Toronto.
