Thomas J. Swartz, III
Thomas J. Swartz is a Vice President of The Chubb Corporation. He provides the primary analytical support for Chubb’s $20 billion tax-exempt securities portfolio and coordinated the investment management of the Van Eck/Chubb Tax-Exempt Fund. Since joining Chubb’s investment department in 1988, he has directed the publication of the Chubb Relative Value Study, a semi-annual report widely used by institutional traders and portfolio managers to assess the market valuations of state general obligation bonds. Mr. Swartz was previously employed at E.F. Hutton & Co. Inc. for ten years as a vice president specializing in general obligation bond analysis. During that time period, he appeared on Financial News Network as an authority on state and local credits. He is a former Chairman of the Municipal Analysts Group of New York and Secretary of the National Federation of Municipal Analysts. Mr. Swartz has served on the board of governors of the Municipal Forum of New York and is an associate member of the Society of Municipal Analysts. He is a magna cum laude graduate of Dartmouth College with a B.A. in Government and French.
